California historically leads the nation on environmental issues and cleaner energy. The passage of AB 32 by the legislature, requiring reduction of Green House Gases to 1990 levels by the year 2020, creates some challenges for some energy producers, while creating opportunities for renewables and biofuel technologies.

Competition for attracting investors to develop municipal lands with economic growth prospects is now greater than ever among communities in California. While larger municipalities have the ability to attract resourceful investors to their communities, smaller cities often sit on the sideline without an effective advocate to bring potential project developments with economic enhancement potential to their cities.
